Community Grants Pool
Applications to the annual community grants pool are currently being accepted. The closing date is Friday 28th August. The contestable size of the pool this year is $18,000.
Property Appearance
I have been contacted recently by some residents concerned at the unsightly nature of some properties, especially those that have been left without occupation.
What Council can do and not do is governed by three things, the Bylaws of Council, its District Plan rules, and the law of the land in regard to property rights.
In the case of unkempt sections and rundown buildings, the two powers that Council have are under the Building Act and the Health Act. Both of these powers relate to whether a building is structurally safe and healthy. Provided the property is safe, Council has no powers to require owners to cut the lawns, paint the walls and roof, or clean up the section.
At the other extreme, I was interested to read the other day an article in the Otago Daily Times. The Central Otago Council is introducing new rules stopping rural buildings being finished with Oamaru stone as it “is too visible and reflective”. Anyone who has visited the South Island and seen some of the magnificent buildings in that stone must be wondering if the world has gone mad.
Should Councils have rules that dictate the appearance, colour, and material of buildings, and whether a property should be tidy?, or is that the right of a property owner to do as they wish, regardless of what others perceive is an eyesore?
Rates Invoices
The first rates notice for the financial year is being posted a little later than usual this year, so the final date for payment has been extended to 4th September 2009.
